Recently, citizen Wang Fang came to the “can not be done” service window at Guiyang County Government Service Center for help as she encountered problems in the registration of the business license.
The staff immediately contacted the management committee of Guiyang High-tech Development Zone, and learned that Wang Fang was not able to register for a license because she lacked relevant documents. Then, the staff explained the situation to the high-tech zone and helped Wang Fang complete the registration.
To solve various difficult problems during the process of administrative approval, Guiyang County Government Service Center set up the first “can not be done” service window in the city last April, which specifically helps solve difficult problems for enterprises and citizens.
“We have a public commitment to government services posted at the entrance, promising that all problems can be solved here and that people do not have to visit other units,” said Li Qinghua, deputy director of the center.
He said that this measure has not only pushed functional departments to optimize procedures, but also improved work style and service. Since the establishment of the window, the center has helped solve 63 difficult problems with a satisfaction rate of 100%.
This is just a miniature of Guiyang County’s efforts to optimize business environment and improve effectiveness of government service. The county also provides service at non-working time and on-site service.
One of daily work of the staff at the management committee of Guiyang High-tech Development Zone is to shuttle back and forth among construction sites of major projects in the park with service guide and provide on-site service for enterprises.
“We provide the whole-process service from signing to production for enterprises, which speeds up project implementation by more than 50%.
A series of measures have improved efficiency of administrative approvals. In 2021, the “get things done at a time” service in Guiyang County solved over 570,000 items of administrative services including delivering11,360 packages for free and 7,600 items of cross-provincial administrative services.
